Charlottenburg Climate Action Levy Funds Insulation Grants for Pre-1990 Homes

Charlottenburg borough council passed the Climate Action Levy ordinance on 2 July 2026. The measure imposes a one-time charge on new commercial and residential projects exceeding 500 square metres. Revenue flows directly into insulation grants for buildings constructed before 1990.

The levy responds to updated Berlin energy efficiency targets set in the 2025 senate budget papers. Those targets require districts to cut heating-related emissions by 22 percent by 2030. Charlottenburg records 41 percent of its housing stock as pre-1990 construction, according to the borough housing register published in March 2026.

Who receives support and who pays

Owner-occupiers and landlords in Westend and Charlottenburg-Nord can apply for grants covering up to 40 percent of insulation costs, capped at 5,000 euros per unit. Tenants in buildings that qualify will see landlords receive the funds, with rules requiring rent increases limited to the energy savings documented in the grant application. Property developers face an additional 18 euros per square metre on approved projects, a figure drawn from the borough finance department's cost schedule released last month.

Smaller infill projects under the size threshold escape the levy entirely. The same budget paper estimates the charge will generate 1.8 million euros in 2027, enough to support roughly 360 grant applications at the average award level recorded in the 2025 pilot round.

Applications open on 15 August 2026 through the borough building authority. First payments are scheduled for October 2026, once technical inspections confirm the works meet the insulation standards listed in the ordinance appendix. The legislation requires annual public reporting of grant distribution by street, beginning in January 2027.
