Mitte Council Adopts New 2026 Housing Rules Matching Berlin Standards

Why the vote occurred now
Berlin's state government updated its housing law in June to standardise allocation across all twelve boroughs. Mitte's council had until 15 July to confirm its local procedures or risk losing its share of the 4,200 new social units the Senate plans to open next year. Policy analysts note the change aligns Mitte with the same criteria already used in Pankow and Friedrichshain-Kreuzberg.
The rules affect people applying through the district's housing office on Oranienburger Strasse. A family of three earning under 3,200 euros net will now join the same waiting list system used in Charlottenburg-Wilmersdorf. Local advocates note that processing times are projected to average 14 weeks, identical to the city-wide figure reported in the Senate's March housing report.
What residents can expect
Applicants in Mitte will receive the same points-based ranking as residents elsewhere in Berlin. Points are awarded for current overcrowding, disability status and length of residence. The legislation states that 30 percent of new units must go to households already on the list before 2025.
The government says the policy will distribute 850 units inside Mitte boundaries during 2026. This figure equals the per-district average listed in the Senate budget paper for the same period. Rents for these units remain capped at 6.50 euros per square metre, matching the rate applied in Tempelhof-Schöneberg.
Further council meetings on implementation details are scheduled for September. District staff will begin accepting updated applications under the new rules on 1 August.
