Pankow Implements New Parking Permits Starting October 2026 for Residents

The Pankow district assembly voted on July 7 to enact a new parking permit ordinance covering eight residential zones. The measure requires vehicle registration for on-street spaces and sets permit fees at 120 euros per year for the first vehicle per household.

The vote follows updated traffic volume counts conducted by the district transport office in 2025, which recorded average daily parking occupancy above 85 percent in central Pankow neighborhoods such as Prenzlauer Berg and Pankow proper. Assembly records show the ordinance draws from the Berlin Mobility Act provisions for local management of curb space.

Implementation Schedule

Residents will first encounter the change during a voluntary application window that opens October 1, 2026. District offices will process permits in batches by postcode, with full mandatory enforcement scheduled for April 1, 2027. Households without permits after that date will receive a 40-euro fine per violation.

Local advocates note that the phased rollout allows time for appeals on medical or disability exemptions, which must be submitted by December 2026. The assembly documents project that 18,000 permits will be issued in the first year across the eight zones.

Effects on Daily Costs and Access

Households that currently park without charge will pay the annual fee starting with the 2027 renewal cycle. Commuters who rely on street parking near S-Bahn stations in Französisch Buchholz will need to factor the permit cost into travel budgets from the spring enforcement date onward. The ordinance exempts delivery vehicles and tradespeople who register for short-term visitor permits at 8 euros per day.
