Pankow Referendum on Municipal Fee Caps and Household Budget Pressures

Under the cap, a Pankow household paying current rates for these services would face smaller annual adjustments than those applied in 2025 and 2026. Residents in neighbourhoods such as Französisch Buchholz and Karow would see the change reflected in quarterly billing statements issued by the district utility authority.

The Pankow 2025 financial statement lists average combined annual payments for the covered services at 1,180 euros per household. The legislation states that fee growth would thereafter follow the index published each October by the Federal Statistical Office, with an added margin not to exceed 1.5 percentage points.
If approved, the rules would take effect on 1 January 2027 and apply for the following three budget cycles. District staff would recalculate rates each year and publish the new schedules on the Pankow administrative portal before December.
Policy analysts note that the same indexing formula already operates in two neighbouring Berlin districts and has produced stable revenue forecasts for local service providers while moderating year-to-year changes paid by residents.
