Budget papers released with the bill assign 85 million euros to these items over three years. Of that total, 52 million euros cover construction contracts while 33 million euros support wage subsidies for 420 training positions. The legislation states that contractors must hire at least 30 percent of their workforce from local unemployment registers maintained by the Jobcenter Pankow.
Policy analysts note that the timing follows the 2025 federal rail modernisation plan, which requires matching state contributions before federal grants are released. Without the Berlin measure, several station upgrades listed for 2027 would have faced delays.
Effects on daily services and employment
Residents who use the U2 and U8 lines will see construction fencing at Schönhauser Allee from September 2026. The works are projected to add two extra carriages per train during peak hours once complete in 2028. The same budget line also funds two new after-school care facilities on Stargarder Strasse, each with 60 places, to be operated by the district administration.
Local advocates note that the training component targets sectors already short of staff in Prenzlauer Berg, such as elder care at the Volkspark facility and logistics roles at the nearby Amazon delivery station. The legislation requires the Jobcenter to publish quarterly placement numbers starting in January 2027.
The government says the policy will produce 1,150 direct jobs across the district by the end of 2028. Further steps include a call for tenders to be published by the Senate Department for Urban Development on 15 August 2026, with contract awards expected before the end of the year.
