Berlin Candidate Position Paper Rules Affect Prenzlauer Berg District Assembly Choices

The Berlin State Election Commission issued updated submission requirements for all district assembly candidates on June 20. Every nominee for the Pankow Bezirksverordnetenversammlung must file position papers covering housing, transport and education by July 15. The rule applies directly to candidates seeking seats that represent Prenzlauer Berg residents.
Elections for the district assembly occur every five years, with the next vote set for September. The commission published the guidelines in its official circular 2026/14, which cites the Berlin Electoral Code section on candidate information. Positions on housing and rent stabilisation
Prenzlauer Berg residents will see explicit statements from each candidate on support for rent advisory services at the district office on Fröbelstraße. The papers must address the allocation of 1.2 million euros the Pankow budget currently directs to tenant counselling. Candidates are also required to state their view on extending the district's cooperation with the Berlin housing inspection unit for properties along Schönhauser Allee.
One filing section asks nominees to indicate whether they back continued funding for the local neighbourhood management programme that operates from the Kulturhof at Helmholtzplatz. The commission document states these responses will be posted on the official election portal by July 22.
Transport and school service commitments
Candidates must record positions on the district's contribution to the BVG bus route expansions serving Eberswalder Straße station. Papers will list support levels for the 850,000 euro annual grant Pankow provides for after-school programmes at schools in the Helmholtz-Kiez. The legislation states each response must include a concrete figure for proposed changes to these line items in the next budget cycle.
The commission will host three public forums in Prenzlauer Berg during August where candidates present the papers in person. Residents can submit questions in advance through the district website. Results of the filings become part of the official voter information booklet mailed to Pankow households in late August.
