Land release: who qualifies and how to apply

Berlin’s Senatsverwaltung für Stadtentwicklung confirmed on 7 July that twelve plots in Neukolln will be released for private and cooperative development starting next month.

The move follows a sharp rise in applications for building permits across the district, where new units have lagged behind population growth recorded by the statistical office last year. Officials say the parcels target groups already on local waiting lists rather than open-market buyers.

Two of the sites sit along Sonnenallee between Weichselstraße and Hertzbergstraße, while three others border the former Kindl brewery grounds on Am Sudhaus. The Neukolln Bezirksamt will manage the first stage of screening, working with the local housing cooperative Wohnungsgenossenschaft Neukölln to shortlist applicants.

Who can apply

Only households registered in Neukolln for at least three years qualify under the initial criteria. Priority goes to families with children under 14 and to applicants whose current rent exceeds 35 percent of net income. Single applicants must show annual earnings below 48,000 euros; couples face a 72,000-euro ceiling. Cooperatives receive a separate quota for at least four of the parcels.

How to submit an application

Forms became available online on 8 July through the Bezirksamt portal and in paper at the planning desk on Karl-Marx-Straße 83. Completed dossiers must reach the office by 15 August 2026, accompanied by proof of residency, income statements for 2025 and a short project outline limited to eight pages. A public lottery will decide tied cases in September at the Rathaus Neukolln. Successful applicants receive a five-year development obligation; failure to begin construction within that window returns the land to the pool. Fees start at 180 euros for processing, with land prices set between 3,800 and 4,200 euros per square metre depending on exact location and infrastructure connections already in place.

Further information sessions are scheduled for 22 July at the Neukollnische Oper on Karl-Marx-Straße and for 29 July at the community centre on Donaustraße. Staff will answer questions on financing support available through the Berlin housing subsidy programme.
